The answer to this puzzling and conspicuous situation might be in the question itself. Trade policies of some companies completely disregard common interest of French end-users and companies that install photovoltaïcs.
An alternative is to buy from German companies that now manufacture photovoltaïcs that may not be more expensive, owing to the lower cost of tranportation. The quality should also be better.

The answer is in the question itself.
Why not buy from new German companies producing the same, but more reliable, products that do not have such high costs for transportation like the Chinese have ?
Bying European would certainly benefit to the whole French photovoltaïc market.

If you're so certain of the margins the wholesale companies are making why not go out on a limb and try it yourself.
Transporting and insuring a highly fragile product isn't the easiest thing in the world, and finding a supplier whose warranty you can trust coming out of China is still a minefield.
Perhaps you should be asking why the French Government doesn't invest in production capacity through tax incentives or grants?
