It has to be said the system above is not what is typically known as a "Fuel Cell” system.
The systems above have not been adopted by all the major car manufacturers of the world because in their opinion their is nothing to be gained!
What all the major car manufactures have adopted is a device known as a Fuel Cell engine that chemically converts hydrogen into electricity heat and water, with zero emissions from the car. Fuel Cells are used in electric vehicles to effectively charge the batteries (Lithium-ion battery pack + fuel cell) to increase the range to over the 250 miles per tank, which according to the vehicle manufacturers is the acceptable norm of Joe public.
Hydrogen (H2) in these vehicles is taken from a Hydrogen fuelling station and used to fill an on board compressed gas cylinder somewhere in the undercarriage of the car (similar in many was to the Natural gas cars found around the world). The refill takes a couple of minuets.

The system from NilCO2 Technologies is a unit that is a bolt on extra for diesel or petrol cars that is claiming to increase the miles per gallon. It draws electricity from the battery of from the vehicles alternator to power a small electrolyser (device that through the electrolysis of water splits the water molecules into their two components, these being hydrogen and water). The hydrogen is then injected into the combustion cylinders through the engine block. The idea being to increase the efficiency of the fuel burn, thus theoretically increasing the miles per gallon. Just be careful of your engine warranty.
