It seems obvious to ask the question, where does the energy come from? It comes from the vehicles engine.
Surely it is greener and cheaper to simply remove the energy wasting speedbumps.
If you want to slow down traffic in towns how about using automatic vehicle borne speed limiters. An Easy and Available technology.
But then, If people can't speed where will the police get their money from...
