Shadow minister promises 'floor' under 2013 landfill tax
There will be a guaranteed 'floor' under the £72 per tonne landfill tax level expected in 2013, according to the Conservative shadow environment minister.

Nick Herbert told a conference organised by Lets Recycle and the Associate Parliamentary Sustainable Resurce Group that he wanted to give businesses certainty about investing in expensive waste technology.

He also said that voluntary agreements were necessary alongside regulation to reach waste reduction targets.

The shadow minister mentioned a series of other policies including creating incentives for household recycling, developing biogas to use in domestic heating and investing in technologies such as anaerobic digestion.

"I believe that we need to think far more creatively about how to reward consumers for doing the right thing and enable them to share in the value of the materials and energy which we can unlock from waste," he told the meeting.
