ROCs to be re-banded
Marine, solar and geothermal energy facilities will benefit from greater government subsidies in the form of Renewable Obligation Certificates (ROC), than other renewable technologies, according to New Energy Focus.

ROCs are issued to electricity generators, which need to have certificates to cover a growing percentage of their electricity generation and are currently handed out uniformly to all renewable technologies.

However, the publication claims energy minister Mike O'Brien re-banding featuring in draft proposals is designed to "accomplish more".

"We have taken the necessary powers in the Energy Act 2008 to deliver this," he is quoted as saying. "In particular, to band the Renewables Obligation to allow it to bring on the wider range of technologies, such as offshore wind and biomass, that we need to be more cost-effective."

Energy from the sun, marine power, the earth's heat, dedicated energy crops and from burning gas produced by anaerobic digestion will earn facilities two ROCs per megawatt hour (MWh) of electricity.

Offshore wind will receive 1.5 ROC per MWh, while onshore wind, hydropower and energy from waste with combined heat and power will receive one ROC per MWh.

In his pre-budget report, chancellor Alistair Darling said he would extend the ROCs ten years until 2037.

They are part of a government push to generate 15 per cent of electricity from renewable sources.

I am interested if anyone can confirm that Scottish Goverment will award 2 x ROCs for Biomass CHP using woodchip gasification in 2009 ?
