CCC: Electricity generation must be decarbonised by 2030
Electricity generation must be almost completely decarbonised by 2030 to achieve an 80 per cent reduction in carbon emissions by 2050, according to a report entitled Building a Low Carbon Economy.

The report form the Committee on Climate Change (CCC), which convinced the government to raise the carbon reduction target from 60 per cent to 80 per cent, points out that electricity generation accounts for 37 per cent of UK CO2 emissions.

Within the next 15 years much of the existing electrical generation capacity will have to be replaced, providing an opportunity for low carbon technology, the report claims.

It claims that by 2020 emissions from power generation could be cut by 40 per cent, from 560 grams of carbon dioxide per kilowatt hour (gCO2/KWh) to 310g CO2/KWh.

The report also claims that the UK residential sector has the technical capacity to cut emissions by 40 million tons of carbon dioxide emissions.

More than half of the work to achieve this reduction would be done through negative cost energy efficiency improvements, while the remainder would cost less than previous estimates of £40 per ton of CO2.

While the report expressed confidence that targets for reductions could be met, it said urgent action was required.

"The potential will not be achieved without appropriate policies: financial incentives through carbon prices, taxes and subsidies; support for technology innovation; information and encouragement; and regulation when needed," said the report.

Lord Turner is the chair of the CCC and also helped navigate the Climate Change Act through the House of Lords.
