Carbon rationing proposed
The UK government should consider introducing carbon rationing within the next three years, according to a new report.

Research from the Institute for Public Policy Research (IPPR) has indicated that drastically cutting carbon emissions must be a priority for ministers.

Carbon reduction could also be encouraged through a 'know your carbon limits' campaign, the organisation noted.

The idea of rationing carbon should be a 'Plan B' for the government if current initiatives such as carbon offsetting are not successful, the IPPR added.

Personal carbon trading was criticised in the report, but there were no suggestions that the practice should be stopped.

Matthew Lockwood, the IPPR's associate director, compared the possible need for rationing to win the war on climate change to rationing during the Second World War.

The planned installation of smart meters in homes across the country is one of the measures currently being organised by the UK government to help it meet environment targets.

Offsetting is a poor solution to the scale of the problem we are facing. Rationing at the level that is likely to be necessary i.e circa 2 tonnes a head without including a personal market would be political suicide for a democratic government.
