I got one of these from http://www.volomoto.com and all I can say is that it is a fantastic way to travel.
Noise
a muted throb at low speeds when starting off, at higher speeds - nothing except a slight electric train type whiine when accelerating hard.
Cost -
about 0.6p a mile! I travel 13 miles each way to work for about £1 a week
Environmental –
No emissions! Ok the electricity comes from power stations but they are far more efficient than car engines. http://www.volomoto.com has some interesting information and comparisons about this
Performance -
30mph top speed (except downhill) - I believe the limiter can be reprogrammed to get up to 45mph if you have a bike licence, but it is bound to affect the range.
Range really is 50+ miles per charge - charger is intelligent so leave it on charge all the time its parked in the garage and it uses only what it needs and is always ready.
Acceleration is reasonable - but a click of the boost button feeds 4kw into the motor and I can leave cars behind at the lights (until I reach 30mph that is)

Build Quality appears to be very good.
One very small negative is that to charge it you have to lift the seat and connect the end of a wire to the end of the cable from the external charger with a fiddly plug that looks like it belongs inside a cars dashboard - would be much better with a socket on the side like the electic cars have.

Not a lot of storage space under the seat but has a bag hook - plenty of space for stuff between your legs - and it can have a top box fitted as an extra.

Comfortable position, and quite comfy for pillion passenger too.
