European car manufacturers may be more likely to comply with proposed carbon emissions restrictions if incentives are offered, the environment secretary has suggested.Speaking on BBC Radio 4's PM programme in advance of a meeting of European environment ministers in Brussels, Hilary Benn said government officials across the European Union were working hard to make sure the car emissions restrictions worked for all members."Once you've got a figure agreed then obviously there has got to be an incentive for people to make it work," he said.He also called for a longer-term car emissions target to be set, reducing them to around 100 grams of carbon dioxide emitted per kilometre travelled."We want to get the right deal so we just need to get the details of the proposals right."Hilary Benn is the MP for Leeds Central and was previously the UK's international development secretary.Last spring, he called for new global levels of investment in energy efficiency and renewable energy developments in advance of meetings held by the World Bank.
