Methods for cutting carbon emissions, waste and water use across government facilities were highlighted in a plan released by the Cabinet Office yesterday.Having already established how to cut the emissions from government IT systems, the delivery plan for sustainable procurement and carbon emissions will evaluate civil servants and departments' ability to deliver sustainability targets.The initiative has seen the setting up of the Centre of Expertise in Sustainable Procurement (CESP), which will monitor the environmental performance of departments and report to ministers and permanent secretaries.CESP has been set up to help the government meet targets of cutting departments' emissions by 12.5 per cent by 2010/11. Prior to the unveiling of the new plan the Sustainable Development Commission had said the targets were unreachable, though it has given tentative approval to the new plan.The SDC said: "The plan represents the most thorough and robust package produced by Government to date for addressing the impact of its own operations and for inspiring change in the public and private sectors."'Greening' the public sector's £160 billion spend has been seen as a way of reducing carbon emissions and stimulating markets for sustainable technology.
