The 200k would go in a blink of an eye unless it was used to leverage more investment to achieve a greater and more sustainable impact. I believe in cooperatives and I would start an energy/fuel cooperative to bulk buy power supplies for the members, installing meters and other technologies to help reduce energy consumption and peoples utility costs.
I would set up each borough as one cooperative community that would share back office systems with the other boroughs. A competitive element could be used to stimulate adoption of best practice by creating a cooperative league table with rewards for improvements made. Each borough cooperative would look at its own critical issues such as fuel poverty, renewables, waste recycling, resource utilisation, sustainability and education in effect taking ownership for their own people and situations rather than relying on other agencies or government departments coming to their rescue.
