Carbon Reduction means exactly what you would think: less carbon. Less than what? Less than what we get today using conventional methods of power generation and distribution.
Thus, for example, if we have a new fuel to use in our cars: if we can travel a mile in a car for less carbon output than with gasoline for the same car, then we have achieved carbon reduction.
