This is so that consumers can invest in fuel cell chp boilers and get a return from power companies in a short time scale.9£billion support which is going to the big power companies in the energy industry would leverage a lot more consumerinvestment in fuel cell technology and not be wasted on unreliable and ugly wind farms etc..
